Rapides Parish School Board
When the Rapides Parish School Board hired Community Engagement Coordinator Mary Helen Downey as their first-ever full-time communications person, the district knew they were creating a position dedicated to building connections and relationships within their school community.
The very title of her position speaks volumes: it's about coordinating and supporting engagement while promoting a two-way dialogue between the district and its stakeholders. However, after accepting the position, Mary Helen quickly realized that the district's existing communication tools weren't exactly helping her achieve that goal.
"Our school sites were Google sites, and it was the Wild West," she recalled, describing a fragmented web and communication system with no central platform.
"We had a method to send mass notifications, but we didn’t have a mobile app or any type of protected two-way communication with parents. It was challenging to convince people that we needed to pull things into one platform."

The Rapides Parish School Board (RPSB) oversees public education in Rapides Parish, Louisiana, managing more than 40 schools that serve some 22,000 students from pre-kindergarten through 12th grade.

"I think the real wake-up call for me, when I really knew something must be done, was when we had severe weather that warranted an early dismissal," Mary Helen shared. The feedback from families spilled over onto social media, where parents voiced their concerns and annoyance.
Mary Helen explained, “We would post on Facebook, but there would consistently be thoughts about, ‘What if a parent doesn't have Facebook?’ and questions like ‘Why am I finding out about this on social media?' It illustrated a clear pain point, and I was determined to more effectively communicate with parents.”
“Sometimes rumors would run amok, and the perception of how we're communicating with parents was ruptured. It took a toll on our brand, and it was evident that there was a lack of trust.”
Faced with these communication challenges, Rapides Parish sought a solution that could unify their efforts, streamline communication, and rebuild confidence in their district’s messaging.

"Families are becoming more receptive to the messaging and increasingly appreciative that this resource is now available to them," said Mary Helen.

“When we had multiple Google sites, I had no control over what these schools were posting, and there was no accountability,” Mary Helen shared. "Before, I think people just put out information to put it out there, but now we're slowly curating how to speak to our parents, too. People are coming to expect our brand voice and to expect the tone. We're becoming better stewards of that two-way piece.”
“It makes for really quick and effective messaging, and when we have a situation, like as recently as this morning, we were able to send a message very quickly. We’re intentional about what we’re saying and how we’re saying it, and parents are starting to see the value in trusting communications that come directly from us.”
“I can see an increase in content engagement, and that's grown exponentially,” Mary Helen added. “I can't say enough about Finalsite helping me grow my confidence through the whole deployment process.”

“Now, my superintendent sends out a newsletter after each board meeting. Our open rate last month was 85% across 3,200 employees... I go back to that building trust aspect when you hear from the superintendent monthly and that the open rate is so high. I think you can measure that ROI because you're probably getting better buy-in if they're hearing it directly from the superintendent versus if they're hearing it from their director or the teacher down the hall.”

‘“Engagement’ is in my title, and it's meaningful,” Mary Helen said proudly. “Engagement goes back and forth. If I just put content or messaging out there that's one-sided, or if somebody comments and I don't do something with it, then that’s not engagement."
"The interaction and communication must be two-way. When a parent or stakeholder speaks, it's my job to listen, and then get actionable with that information."
